You'll need to wait another week - the official Google help pages say that if it has not arrived within ten business days, then you can contact them.
If it was issued on April 22nd, then yesterday was five business days. Tomorrow (May 1st) is a holiday in several countries so I don't suppose that counts as a business day. That means that in another week (so, next Thursday or Friday) you will be able to use the troubleshooter which you can find here:
But don't try to use it until the end of next week - and make sure you contact your bank again, to ensure that the payment has not arrived.
